New Delhi: India’s major ride-hailing and bike taxi platforms, including Uber and Rapido, have welcomed the Motor Vehicle Aggregator Guidelines (MVAG) 2025, calling it a landmark move that will boost innovation and improve affordable urban mobility.
Issued by the Ministry of Road Transport and Highways, the new guidelines officially authorize state governments to allow the use of non-transport (private) two-wheelers for passenger rides via aggregator apps.

This long-awaited regulation provides much-needed legal clarity for the bike taxi segment, which until now operated in a grey area—especially in states like Karnataka, where services faced bans and legal challenges. The new rules are expected to pave the way for consistent, nationwide implementation of bike taxi services.
Both Uber and Rapido expressed relief, calling the framework a progressive step for India’s shared mobility ecosystem, enabling job creation, affordable transport, and tech-enabled convenience for millions of users and riders alike.
