Winter Session of Parliament 2025 Set For Heated Debates As Opposition Targets Government

The Winter Session of Parliament begins on Monday and the Opposition is preparing to target the BJP-led NDA government on several issues. These include the Special Intensive Revision of electoral rolls across 12 States and Union Territories, the recent blast incident in Delhi, and the continuing air pollution crisis in the national capital. Past sessions have seen repeated disruptions with very little meaningful debate, and concerns remain that this session may witness similar gridlock despite major legislative business being listed.

Winter Session of Parliament 2025 Expected To See Sharp Political Confrontations

The government has lined up a packed reform-oriented agenda. Thirteen Bills are scheduled for consideration, including the National Highways Amendment Bill, the Atomic Energy Bill, the Corporate Laws Amendment Bill, the Insurance Laws Amendment Bill, and the Higher Education Commission of India Bill 2025. Over recent years, debates in Parliament have declined sharply and disruptions have become routine, raising doubts about the smooth functioning of this session as well.

Government Prepares Major Reforms During the Winter Session of Parliament 2025

Fresh off its victory in the Bihar Assembly elections, the NDA enters the session with renewed political strength. BJP MP Jagdambika Pal reiterated that the Constitution assigns Parliament the responsibility to debate and raise crucial matters from constituencies. He added that the Speaker is always willing to accommodate discussions through the Business Advisory Committee and that the House must be allowed to function. Prime Minister Narendra Modi has also said the government is prepared to discuss all issues.

Government Lists Key Financial And National Security Bills

Parliamentary Affairs Minister Kiren Rijiju, after meeting floor leaders, expressed optimism about a peaceful and productive session. In the Lok Sabha, Finance Minister Nirmala Sitharaman is set to introduce the Central Excise Amendment Bill and the Health Security and National Security Cess Bill 2025. These measures aim to raise additional funds for public health and national security through a cess on machines or processes used in the production of specific goods. The House will also review and vote on the first batch of Supplementary Demands for Grants for the financial year 2025 to 2026.

Higher Education And Atomic Energy Reforms Also On The Agenda

A day before the session, an all-party meeting chaired by Defence Minister Rajnath Singh brought together fifty leaders from thirty six parties to ensure smooth functioning. The Opposition plans to raise issues related to the SIR process, inequality, income concerns, the Delhi blast, environmental conditions, and foreign policy. The government also seeks to introduce the Atomic Energy Bill 2025, which aims to expand private sector participation in the civil nuclear space while ensuring stronger regulatory oversight.

Another important legislative item is the Higher Education Commission of India Bill 2025, which proposes a new centralised regulatory framework for universities and higher education institutions to improve autonomy and quality across academic programmes.
