The Odisha Budget 2026-27 was presented on February 20, 2026, by Chief Minister Mohan Charan Majhi, who also holds the Finance portfolio. The ₹3.10 lakh crore Budget places a sharp emphasis on infrastructure-led growth, with a capital outlay of ₹72,100 crore, accounting for 6.5% of Gross State Domestic Product (GSDP) and 23.3% of the total State Budget.

Majhi said the capital spending ratio is among the highest for major States, underlining the government’s intent to build long-term assets for future generations.

Massive Push for Roads and Expressways

A major highlight of the Budget is the aggressive road infrastructure plan.

The Chief Minister announced the development of the Berhampur–Jeypore Road, spanning 287 km, at an estimated cost of ₹9,000 crore.

Two large expressway projects were also unveiled:

  • NaMo Expressway, connecting Paralakhemundi to Ambahona as part of the East–West Corridor
  • Atal Expressway (969 km), linking Motu to Tiringi under the North–South Corridor

These corridors are aimed at improving connectivity across Odisha’s length and breadth.

₹7,500 Crore for Highways, Bridges and Urban Mobility

The Budget earmarks ₹7,500 crore for upgrading State Highways and major district roads, construction of large bridges, and easing traffic congestion in urban centres.

Key projects include:

  • Improvement of Jayadev Vihar–Nandankanan Road
  • Second High-Level Bridge over the Kathajodi River (Subash Bose Setu)
  • Keonjhar Bypass Road
  • Burla Ring Road (NH-53 MCL Chowk to Baijamunda)
  • Widening of Bhawanipatna–Khariar Road (SH-16)
  • Phulnakhara–Niali–Madhaba Road upgrade
  • High-Level Bridge over the Mahanadi between Narsinghpur and Baliput

Economic Regions to Drive Growth

Building on the recently launched Bhubaneswar–Cuttack–Puri–Paradip Economic Region (BCPPER), the State will develop three more economic agglomerations:

  • Bargarh–Jharsuguda–Sambalpur (BJS)
  • Berhampur–Chhattrapur–Gopalpur (BCG)
  • Jeypore–Koraput–Sunabeda (JKS)

These clusters will be rolled out in phases to boost industrialisation, employment and regional development.

CM-SAMPADA for Mining-Affected Areas

Majhi announced a new initiative, CM-SAMPADA, aimed at improving living standards in mining-affected regions. The scheme follows a four-pronged strategy Accelerate, Top-up, Initiate and Monitor using funds from extra-budgetary resources such as the District Mineral Foundation (DMF).

Mission PoWaR: Power, Water and Roads for Every Village

Flagging gaps in basic infrastructure even after decades of independence, the Chief Minister launched Mission PoWaR, focused on:

  • Power
  • Drinking Water
  • Last-mile Road Connectivity

Under this initiative, every revenue village in Odisha will be covered by 2026-27, guided by the principles of Speed, Scale and Standard.

With record capital spending, large expressway projects and region-based economic planning, the Odisha Budget 2026-27 signals a decisive shift towards infrastructure-driven and inclusive growth.
