Soumyashree Bisi Tragedy: BJD to Gherao Lok Seva Bhavan on July 16

Bhubaneswar: Bhubaneswar is bracing for a large‑scale demonstration on Wednesday, July 16, as the Biju Janata Dal (BJD)—backed by its youth and student wings—plans to gherao Lok Seva Bhavan from 10 AM. Party leaders say the protest aims to highlight “institutional failure” in addressing the repeated harassment complaints of 20‑year‑old Soumyashree Bisi, who later died by suicide.

8‑Hour Balasore Bandh to Paralyse Normal Life

Alongside the capital‑city siege, the BJD has called for an 8‑hour district‑wide bandh in Balasore from 6 AM to 2 PM. Senior vice‑president Debi Prasad Mishra confirmed that essential services—hospitals, ambulances, power and water utilities—will remain operational, while shops, markets, schools, colleges and public transport are expected to shut.

Government Issues Tight Security Advisory

Anticipating crowd surges, the Home Department has instructed employees of Lok Seva Bhavan and nearby government complexes (Kharavela Bhavan, Krushi Bhavan, etc.) to report by 9:30 AM. The main gates will close thereafter, with entry rerouted through the rear gate and visitor passes restricted to urgent business only.

Key Demands: Judicial Probe and ₹2 Crore Compensation

BJD leaders insist that only a judicial inquiry led by a sitting Orissa High Court judge can uncover the truth behind Soumyashree’s death. They also seek ₹2 crore in ex‑gratia support for her family and the resignation of officials they deem responsible for the administrative lapse.

Backdrop to the Protests

Soumyashree, a B.Ed student at Fakir Mohan Autonomous College, Balasore, reportedly set herself ablaze on July 12 after alleging mental and sexual harassment by her department head. She succumbed to severe burns late on July 14 at AIIMS Bhubaneswar, sparking state‑wide outrage and a string of political confrontations. The tragedy has since galvanized student groups and intensified calls for safer campuses and stronger grievance‑redressal mechanisms across Odisha.
