Addressing graduating cadets, Munir claimed that while there is “no space for war in a nuclearized environment,” any “minor provocation” from India would be met with a “decisive and disproportionate response.” He added that the evolving nature of warfare has blurred the lines between combat and communication zones, asserting that Pakistan’s weapon systems have the reach and precision to destroy India’s perceived geographical advantage.

Munir’s statement, that Pakistan’s response would go “beyond expectations of the initiators,” came with a warning of “deeply hurting retributive military and economic losses.” He blamed India for destabilizing Pakistan through terrorism and accused New Delhi of using “proxy groups” to incite unrest.
