Centre Raises Odisha Rice Quota 2025 to 58 Lakh Tonne for Kharif Marketing Season

BHUBANESWAR: In a major development for Odisha’s food security and agricultural sector, the Union government has increased the rice procurement quota for the state from 50 lakh tonne to 58 lakh tonne for the Kharif Marketing Season (KMS) 2024-25. The Ministry of Consumer Affairs, Food and Public Distribution conveyed the approval, allowing the state to lift additional rice from the central pool to meet internal requirements under food security and supplementary nutrition programs. The advance lifting is expected to be completed by November 2025.

Details of Odisha Rice Quota 2025 Revision

The food ministry clarified that the paddy procurement estimate, in terms of rice, has been enhanced for both kharif and rabi crops. The kharif crop estimate has been raised from 40 lakh tonne to 47 lakh tonne, while the rabi crop estimate increased from 10 lakh tonne to 11 lakh tonne. This revision comes after the state had highlighted a surplus stock of around 12 lakh tonne, urging the Centre to align the quota with actual procurement levels.

Record Paddy Procurement Pushes State to Seek Higher Quota

During the last KMS, Odisha procured a record 92.64 lakh tonne of paddy, translating to approximately 63 lakh tonne of rice, compared to the FCI target of 50 lakh tonne. The surplus rice and paddy stock posed storage and logistical challenges, prompting the state government to request the Centre for quota enhancement and consider selling the extra stock via tender if approval was delayed.

State Leaders Engage with Centre to Expedite Rice Lifting

Chief Minister Mohan Charan Majhi held multiple meetings with Union Food Minister Pralhad Joshi in New Delhi and wrote letters urging an increase in Odisha’s rice quota. Deputy Chief Minister KV Singh Deo recently handed over a letter to the minister, requesting an extension of the Custom Milled Rice (CMR) delivery deadline from October 31 to December 31. Singh Deo also asked the FCI to expedite rice evacuation to prevent storage issues.

Impact on Farmers and Food Security

The revision of Odisha rice quota 2025 is expected to ease pressure on storage facilities and ensure timely procurement at minimum support price (MSP) for farmers. It also supports uninterrupted supply under food security schemes and strengthens the state’s preparedness for the upcoming KMS beginning November 1, 2025.
