Delhi Red Fort Blast: Hyderabad Doctor Planned Biological Attacks Using Ricin, Says ATS

New Delhi: In a shocking revelation, investigators have found that a Hyderabad-based doctor arrested after the Delhi Red Fort blast was allegedly plotting a large-scale biological terror attack using ricin, one of the deadliest known toxins.

According to a Times of India report dated November 13, the Gujarat Anti-Terrorism Squad (ATS) arrested Dr Ahmed Mohiyuddin Saiyed (35) and his two associates — Azad Suleman Sheikh (20) and Mohammad Suhail Mohammad Saleem Khan (23) — exposing what officials called “one of the most dangerous bioterrorism plots in recent years.”

Doctor Planned to Use Ricin for Mass Destruction

Investigators revealed that Saiyed and his team were developing “lethal massacre techniques” using common materials and household devices to produce ricin. The ATS intercepted the doctor on November 9 at a Gandhinagar toll plaza, recovering chemical substances, tools, and appliances such as juicers and pulp extractors used to extract ricin from castor beans.

Subsequent raids at his Hyderabad residence in Abad Manzil uncovered 4 kg of castor beans, 4 litres of castor oil, large quantities of acetone, and three handguns — two Glock pistols and one Beretta — along with 30 live cartridges.

An ATS officer described the discovery as a “blueprint for mass destruction without detection.”

Link Found to ISKP Handler in Pakistan

Digital forensics traced communications between Saiyed and a Pakistan-based handler, Abu Khadija, linked to the Islamic State–Khorasan Province (ISKP). The doctor was reportedly receiving step-by-step instructions to prepare and test ricin and was awaiting approval for final trials.

Officials said the two young accomplices conducted reconnaissance in Ahmedabad, Delhi, and Lucknow, targeting crowded areas and RSS offices. They had also visited Kashmir after the Pahalgam terror attack to identify potential soft targets.

Saiyed, who completed his MBBS in China and later ran a small restaurant in Hyderabad, was allegedly chosen for his scientific background to lead the biological weapon project.

Bioterror Experiment Inspired by Extremist Propaganda

Investigators found that the group followed ISIS and ISKP propaganda manuals promoting biological attacks as an alternative to conventional explosives. The ATS termed the plan an “advanced bioterror experiment” that combined radical ideology with medical expertise.

Both young accomplices were radicalised online after communal unrest in Uttar Pradesh, officials added.

Case Registered Under UAPA and Arms Act

A case has been registered under the Unlawful Activities (Prevention) Act (UAPA), the Arms Act, and the Bharatiya Nyaya Sanhita (BNS). Saiyed remains in ATS custody as agencies work to uncover international funding networks and possible sleeper cells in other states.

Ricin, derived from castor bean residue, is so lethal that just a few milligrams can cause death within hours. With no known antidote, ricin exposure is treated as a major public health and criminal emergency.

Authorities are now coordinating with central agencies to determine if similar bioterror modules are operating across India.
