MUMBAI: The Satluj movie controversy has entered a new phase as the Centre plans to refer the Diljit Dosanjh-starrer to an Inter-Departmental Committee (IDC) for a detailed examination. The move comes after streaming platform ZEE5 removed the film following government directions citing security concerns.

The committee will assess the matter under the provisions of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, before making recommendations to the Ministry of Information and Broadcasting.

Satluj Movie Controversy Heads for IDC Review

Government sources said the IDC will examine the circumstances surrounding the film’s release and subsequent removal from the OTT platform.

The committee has been constituted under the IT Rules, 2021, to consider grievances related to content published by OTT platforms and digital news publishers. Based on its assessment, it will recommend the appropriate course of action to the Ministry of Information and Broadcasting.

The referral indicates that the issue will now undergo a structured review process under the existing digital content regulatory framework.

Film Was Released as Satluj After Years of Delay

The film was originally titled Punjab ’95 and is based on the life of human rights activist Jaswant Singh Khalra, whose work focused on alleged human rights violations during Punjab’s militancy period in the 1990s.

The project remained pending with the censor authorities for more than three years. It was eventually released without cuts on ZEE5 under the new title Satluj on July 3, before being taken down from the platform on July 5 after directions linked to security concerns.

The IDC is expected to examine the content, the concerns raised by the authorities and the applicable legal provisions before submitting its recommendations.

Its findings could influence the government’s next decision regarding the film’s availability on digital platforms and may also shape future handling of similar cases involving OTT content under the IT Rules, 2021.
