New Delhi: The Ministry of Commerce and Industry’s Department for Promotion of Industry and Internal Trade (DPIIT) successfully notified two new Quality Control Orders (QCOs). These QCOs on ‘Potable Water Bottles’ and ‘Flame Producing Lighters’ will take effect six months after notification. These QCOs seek to increase India’s quality ecosystem while also improving public health and consumer safety.
The QCO for ‘Potable water bottles’ requires mandatory certification in accordance with the relevant IS Standard for the manufacture and import of potable water bottles made of copper, stainless steel, or aluminium.
The QCO for ‘Flame-Producing Lighter’ requires mandatory certification to IS Standards for ‘Safety Specification for Lighters‘ and ‘Safety Specification for Utility Lighters’ for Flame lighters made in India or imported.
A lighter is a portable device that produces a flame and can be used to light a range of products, including cigarettes, gas lighters, fireworks, candles and campfires. It consists of a metal or plastic container containing a flammable liquid or compressed gas, a means of producing the flame, and some means of extinguishing the flame. There are two kinds of lighters: flame lighters and spark lighters.
Relaxations in the schedule for implementing the QCO have been allowed to benefit local micro and small industries. This strives to protect their interests while assuring smooth implementation and promoting a business-friendly environment.
Sh. Rajesh Kumar Singh, Secretary, DPIIT, has emphasised the significance of creating a quality ecosystem in India for the production of world-class products. He further emphasised that it will not only contribute to the country’s GDP but will also place India prominently on the global map in terms of qualitative products.
DPIIT has begun the creation of 64 new QCOs encompassing 317 product standards in partnership with the Bureau of Indian Standards (BIS). Extensive consultations are held with major industry organisations and stakeholders to gain vital insights and views for each QCO, after which the QCO draught is submitted to the Hon’ble Commerce & Industry Minister for approval and reviewed by the Department of Legislative Affairs. Following completion of this procedure, the QCOs are posted on the World Trade Organisation (WTO) website for a 60-day period, inviting comments from member countries.
