CBSE Approves Open-Book Exams for Class 9 from 2026-27

The Central Board of Secondary Education (CBSE) has officially approved the introduction of CBSE open-book exams for Class 9 students starting in the 2026–27 academic session. The decision was taken by the board’s Governing Body, its highest decision-making authority, during a meeting in June.

According to reports, the new assessment format will be integrated into the existing system as part of three pen-paper tests per term. It will apply to core subjects including languages, mathematics, science, and social science.

Why CBSE Open-Book Exams Were Approved

The move aligns with the National Curriculum Framework for School Education (NCFSE) 2023, which is based on the National Education Policy (NEP) 2020. The NCFSE suggests open-book tests as a way to shift the focus from rote memorisation to application and synthesis of knowledge.

In an open-book exam, students can use textbooks, notes, and other reference materials while answering questions. These tests aim to evaluate a student’s ability to process information, apply concepts, and think critically rather than simply recall facts.

Pilot Study and Teacher Support for CBSE Open-Book Exams

CBSE approved the plan after a pilot study conducted in Classes 9 to 12 showed strong teacher support for the format despite some performance challenges. The study, carried out in December 2023, revealed student scores ranging between 12% and 47%, indicating difficulty in effectively using reference materials and understanding interdisciplinary topics.

However, teachers noted the exams’ potential to improve analytical thinking and problem-solving skills. The feedback emphasised the need for structured guidance to help students navigate resources and apply information contextually.

The CBSE will now work on creating standardised sample papers to ensure question quality and encourage critical thinking in the new format. The shift to open-book assessments is expected to be a significant step toward fostering competency-based learning in Indian schools.
