CBSE Board Exam Eligibility 2025: New Rules on Attendance, Subjects, and Internal Assessment

The Central Board of Secondary Education (CBSE) has released a crucial notification tightening norms for students appearing in Class 10 and Class 12 board examinations. With stricter rules on attendance, subject choices, and internal assessments, CBSE has signaled one of its most decisive reforms in recent years.

CBSE Board Exam Eligibility 2025: Two-Year Structure Now Compulsory

According to the notice, CBSE has officially declared that both Class X and XII are two-year programmes. This means Class IX–X together form the foundation for the Class 10 exam, while Class XI–XII form the base for the Class 12 exam.

Any subject taken in Class 10 or 12 must be studied continuously for two years. Students attempting shortcuts like late enrollment or skipping foundation years will be disqualified from appearing in board exams.

Minimum Attendance Rules for CBSE Board Exams

The board has now made 75% attendance mandatory to qualify for Class 10 and 12 exams. Schools must maintain strict records through daily registers.

A relaxation of up to 25% will be given only under exceptional circumstances such as:

  • Medical emergencies
  • Bereavement in the family
  • Participation in national-level sports or cultural events (with valid proof)

Minimum Attendance75%
Maximum Condonation Allowed25%
Valid Reasons for RelaxationMedical, Bereavement, National-level participation
Proof RequiredYes

Students with poor attendance and no valid justification will be declared ineligible.

Internal Assessment Now Non-Negotiable

In line with NEP-2020, internal assessment has become a core part of evaluation. It will span over two years, including periodic tests, projects, and classroom participation.

Students missing classes will automatically miss internal assessments, making them ineligible for results. Even if they attempt theory papers, CBSE will mark them as “Essential Repeat” if assessment records are absent.

Restrictions on Additional Subjects

The board has introduced strict new rules for additional subject options:

ClassAdditional Subjects AllowedDuration Requirement
Class 10Maximum 2Must be studied for 2 years
Class 12Maximum 1Must be studied for 2 years
  • Schools offering subjects without CBSE approval or qualified faculty will face strict action.
  • Students cannot register for unapproved subjects.
  • Private candidates and repeaters must also comply with the two-year rule.

Why This CBSE Notice Matters

This reform is a direct step against:

  • Dummy candidates enrolling without real attendance
  • Schools offering unapproved subjects without resources
  • Students bypassing internal assessments

By linking eligibility with attendance, internal assessments, and subject rules, CBSE aims to create a 360-degree compliance framework aligned with NEP-2020.
