New Delhi: The Government of Delhi has started accepting fresh ration card applications after a gap of 13 years, offering major relief to economically weaker families across the national capital.
Chief Minister Rekha Gupta announced on Thursday that applications opened from May 15 through a fully digital system designed to improve transparency and speed up welfare delivery.
The move is expected to significantly expand access to subsidised food benefits under the National Food Security framework.
Delhi Ration Card Applications Move Fully Online
According to Gupta, the entire application and verification process will now operate digitally through the Delhi e-District Portal.
Eligible applicants can:
- Apply online for new ration cards
- Add family members digitally
- Update old pending applications
- Download approved ration cards online
The Chief Minister said citizens can also visit nearby service centres for assistance with online submissions.
The second-order effect of digitising the ration system could reduce corruption, duplication and fake beneficiaries while improving welfare targeting accuracy across Delhi.
Audit Exposed Massive Irregularities in Ration System
The Delhi government revealed that a comprehensive audit conducted after assuming office in February 2025 uncovered large-scale irregularities within the public distribution system.
According to official figures:
- 7,71,384 ineligible or bogus beneficiaries were identified
- 6,46,123 beneficiaries exceeded income limits
- 95,682 beneficiaries had not collected ration for over a year
- 6,185 deceased individuals remained listed
- 23,394 beneficiaries were drawing benefits from multiple locations
With these names removed, nearly 7.72 lakh vacancies have opened for eligible families.
Delhi Food Security Rules 2026 Bring Major Changes
The government has also implemented the Delhi Food Security Rules 2026 under the National Food Security Act.
Key reforms include:
- Mandatory biometric authentication
- Electronic weighing machines at ration shops
- Strict digital verification
- Aadhaar-linked beneficiary validation
Applicants must now provide:
- Aadhaar cards
- Residence proof
- Income certificate
- Aadhaar details of all family members
Officials said earlier systems heavily relied on self-declarations, allowing ineligible beneficiaries to enter the welfare network while genuinely needy families were excluded.
Income Limit May Rise Further For Ration Card
The Delhi government has already increased the annual family income eligibility limit for ration cards from Rs 1 lakh to Rs 1.20 lakh.
Gupta said the government is also considering raising the limit further to Rs 2.50 lakh to bring more poor and lower middle-class families under the welfare net.
The proposal is currently under discussion at the Cabinet level.

The reopening of ration card applications carries both social and political significance because it directly affects food security for lakhs of urban poor households.
