Ashwini Vaishnaw Introduces Online Gaming Bill 2025 in Lok Sabha to Regulate Digital Gaming Sector

Electronics and IT Minister Ashwini Vaishnaw introduced the Promotion and Regulation of Online Gaming Bill, 2025 in the Lok Sabha on Wednesday, marking a major step toward regulating India’s rapidly growing digital gaming ecosystem. The legislation aims to promote safe e-sports and social online games, while imposing a strict ban on harmful real-money gaming services, related advertisements and financial transactions.

The Bill also proposes the creation of an Online Gaming Authority that will provide coordinated policy support, oversee regulatory matters, and support strategic development of the digital gaming sector.

Online Gaming Bill 2025 India – Objectives and Key Provisions

The Online Gaming Bill 2025 India has been designed to protect the public—especially youth and vulnerable groups—from the social, psychological, financial, and privacy-related risks associated with unregulated online gaming. According to the Statement of Objects and Reasons, the legislation will create a uniform national framework to safeguard citizens and prevent manipulative real-money gaming apps from exploiting users with misleading promises of financial returns.

The law proposes a complete ban on offering, operating, or facilitating online money games—whether based on skill, chance, or a combination of both.

Penalties and Enforcement

Violators of the proposed law could face imprisonment of up to three years, a fine of up to ₹1 crore, or both. The legislation gives authorities the power to restrict financial transactions related to prohibited online games and remove advertising content that promotes such platforms.

The Online Gaming Bill 2025 India establishes the formation of an Online Gaming Authority responsible for issuing guidelines, coordinating with stakeholders and ensuring compliance. The Authority will also develop mechanisms to promote ethical e-sports, encourage innovation, and facilitate industry growth in a safe and regulated environment.

Protecting Youth and Ensuring National Security

The government outlined that the legislation also aims to protect financial system integrity and the sovereignty and security of the state. By regulating digital gaming and eliminating predatory money-based games, the Bill seeks to protect families from financial distress and help build a healthier digital gaming ecosystem in India.
