Election Commission Launches Special Intensive Revision Across 9 States and 3 UTs
The Election Commission of India (ECI) has officially launched the Special Intensive Revision (SIR) of electoral rolls across nine states and three Union Territories (UTs). The large-scale voter verification exercise began on October 27, 2025, under Section 21 of the Representation of the People Act, 1950, along with relevant provisions of the Registration of Electors Rules, 1960.
This initiative marks Phase II of the nationwide SIR program, aimed at ensuring accurate, transparent, and updated voter lists before the upcoming elections.
SIR to Cover 51 Crore Voters Across 9 States and 3 UTs
Following the successful completion of SIR in Bihar, the second phase will now cover nearly 51 crore electors across nine states — Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal — and three Union Territories — Andaman and Nicobar Islands, Lakshadweep, and Puducherry.
The exercise spans 321 districts and 1,843 Assembly Constituencies, representing one of the largest voter verification drives ever undertaken in India.
Enumeration Period and Distribution of Forms
The Enumeration Period for the Special Intensive Revision in these 12 regions commenced on November 4, 2025, and will continue till December 4, 2025.
Each registered elector will receive a unique Enumeration Form (EF), which will be partially pre-filled with existing voter data to simplify the process. According to the ECI, distribution of forms has already started, and 100% of the forms have been printed and dispatched to respective locations.
Over 5 Lakh BLOs Deployed for Voter Verification
To ensure smooth and transparent implementation, the Election Commission has deployed a massive workforce, including:
- 5.3 lakh Booth Level Officers (BLOs)
- 7.64 lakh Booth Level Agents (BLAs)
- 10,448 Electoral Registration Officers (EROs) and Assistant EROs
- 321 District Election Officers (DEOs)
During the one-month enumeration phase, BLOs will visit every household at least three times to distribute and collect Enumeration Forms, ensuring every eligible voter’s details are accurately recorded.

Voters can check their names and those of family members in the previous SIR Electoral Rolls by visiting the official Election Commission portal: https://voters.eci.gov.in/.

- Voters can book a call with their BLO using the “Book-a-Call with BLO” feature on the ECINet App
- Or dial 1950 (with their local STD code) to access the toll-free Election Helpline
The ECI emphasized that this drive aims to make the voter roll revision voter-friendly, transparent, and inclusive, ensuring that no eligible citizen is left out of the democratic process.
