New Delhi: The C-DOT Cell Broadcast Solution has been honoured with the SKOCH Award 2025, marking a major recognition for India’s indigenous disaster communication technology. The award was presented at the 104th SKOCH Summit, themed “Resourcing Viksit Bharat,” acknowledging initiatives that significantly enhance governance and public service delivery.

The achievement highlights India’s growing capabilities in leveraging telecom innovation for public safety and disaster risk reduction.

Recognition at the 104th SKOCH Summit

According to the Department of Telecommunications, the SKOCH Award recognises excellence across government and private sectors in areas such as technology, finance, health, education and governance.

The award was conferred on the Centre for Development of Telematics, the Government of India’s premier telecom research and development centre.

Indigenous Platform for Life-Saving Alerts

C-DOT’s Cell Broadcast Solution is a homegrown disaster and emergency alert system designed to disseminate critical information to citizens in near real time through cellular networks. Unlike conventional messaging systems, it enables instant alerts to all mobile users within a defined geographic area, without network congestion.

The system supports multi-hazard alerts and operates in 21 Indian languages, ensuring wide accessibility and inclusivity during emergencies.

Integrated National Disaster Ecosystem

The platform integrates inputs from multiple national alert-generation agencies, including the India Meteorological Department for weather events, the Central Water Commission for floods, and the Indian National Centre for Ocean Information Services for tsunamis and ocean-related hazards.

It also incorporates data from the Defence Geo-informatics Research Establishment for landslides and the Forest Survey of India for forest fires.

Mobile service providers handle message delivery, while the National Disaster Management Authority and State Disaster Management Authorities oversee alert approvals and coordinated response.

Boost to Disaster Risk Reduction

By bringing all stakeholders onto a single automated platform, the Cell Broadcast Solution significantly improves response time, coordination and reliability during emergencies. Officials said the system strengthens India’s disaster preparedness framework and reduces reliance on fragmented communication channels.

Aligned with Global Standards

The initiative aligns with the United Nations “Early Warnings for All” programme and follows the International Telecommunication Union Common Alerting Protocol. It also contributes to achieving the United Nations Sustainable Development Goals, particularly in disaster resilience and public safety.

The SKOCH Award recognition underscores C-DOT’s role in advancing technology-driven governance and enhancing India’s capacity to protect lives through timely and reliable communication.
