BHUBANESWAR: The Odisha e-Zero FIR system has been launched to strengthen the state’s response to online financial fraud. Introduced under the leadership of Director General of Police Y.B. Khurania, the initiative integrates the national cybercrime helpline 1930 with Odisha’s Crime and Criminal Tracking Network & Systems (CCTNS), enabling complaints to be registered and processed without delays caused by jurisdictional boundaries.
The digital system is expected to accelerate investigations, improve coordination between law enforcement agencies and increase the chances of recovering money lost in cyber scams.
Odisha e-Zero FIR Enables Immediate Action in Major Cyber Fraud Cases
Under the new mechanism, an e-Zero FIR is automatically generated when a victim reports an online financial fraud involving Rs 10 lakh or more through the 1930 cybercrime helpline.
The case is immediately registered at the Crime Branch’s Central Cyber Police Station. After an initial assessment, authorities may:
- Investigate the case through the Crime Branch.
- Transfer it to a specialised district cybercrime unit.
- Assign it to the local police station.
- Link it with an existing cybercrime investigation if related.
- Close the complaint if it fails the verification process.
The automated workflow is designed to reduce delays that often allow fraudsters to transfer or conceal stolen funds.
Faster Account Freezing to Improve Fund Recovery
One of the primary objectives of the new system is to prevent cybercriminals from moving stolen money before police intervention.
Previously, victims often had to visit a police station before an FIR could be registered, resulting in valuable time being lost. With the integration of CCTNS and the national helpline, investigators can begin tracking transactions and initiate the process of freezing suspicious bank accounts immediately after the complaint is recorded.
Victims are still required to visit a police station to complete formal documentation, but they now have 72 hours to sign the necessary papers. Importantly, the investigation starts without waiting for these signatures.
Odisha Plans to Expand the e-Zero FIR System
The Odisha Police believe the new framework will simplify complaint registration, eliminate duplicate data entry and strengthen information sharing among enforcement agencies.
According to DGP Y.B. Khurania, the current eligibility threshold of Rs 10 lakh has been introduced for the initial phase. After reviewing the system’s performance over the coming months, the state plans to lower the minimum amount, allowing a larger number of cyber fraud victims to benefit from the e-Zero FIR mechanism.
The initiative marks a significant shift toward technology-driven policing, with the aim of improving response times, enhancing financial fraud investigations and offering quicker assistance to victims of cybercrime.
