Dhenkanal/Bhubaneswar: Odisha businessman Ratikanta Rout (Julu Rout) has been arrested by the Enforcement Directorate (ED) in connection with a financial irregularities investigation that has been pending since 2020.

Rout was summoned to the ED’s Bhubaneswar office for questioning and was subsequently arrested, according to officials familiar with the development. He is a resident of Kalarahanga in Bhubaneswar and is associated with stone mining and crusher operations in Dhenkanal.

The arrest brings a long-running financial investigation back into focus and also connects with a separate bribery case involving a former ED officer.

Ratikanta Rout ED Arrest Linked to Long-Running Investigation

The ED had registered a case against Rout in 2020 and continued examining alleged financial irregularities connected with his business activities.

The latest questioning and arrest are understood to have emerged from the agency’s continuing investigation into the matter. The exact allegations and evidence forming the basis of the arrest will be subject to the legal proceedings.

The development is significant because the case has previously been linked to allegations involving a former ED official posted in Odisha.

Ratikanta Rout ED Arrest Follows Earlier CBI Bribery Probe

Former ED Deputy Director Chintan Raghuvanshi was arrested by the Central Bureau of Investigation in an earlier bribery investigation.

According to allegations in that case, Raghuvanshi had sought ₹2 crore from Rout in exchange for allegedly helping him in the ED case. The CBI had alleged that ₹50 lakh had already been received through a middleman before the arrests.

Raghuvanshi and the alleged intermediary were arrested by the CBI in May last year following the alleged receipt of the bribe.

The connection between the two investigations makes Rout’s latest arrest particularly significant. However, allegations in an investigation remain subject to judicial scrutiny and should not be treated as established guilt.

ED Investigation in Odisha Case Continues

Rout’s arrest does not mark the end of the investigation. The Enforcement Directorate is expected to examine the financial trail and other circumstances surrounding the alleged irregularities.

The agency’s investigation could also establish whether additional individuals or entities were involved in the transactions under scrutiny.

For the moment, the case brings together two separate strands of investigation, alleged financial irregularities involving a businessman and an earlier bribery probe involving an ED official.

The next stage will depend on the evidence presented by investigators and the proceedings before the competent court. Further arrests or action, if any, would depend on what emerges during the ongoing investigation.

As the case develops, the focus will remain on the financial transactions under investigation, the alleged bribery connection and the role of other individuals who may emerge during the probe.
