The accused, identified as Ranjit Patra alias Chinu, was arrested based on evidence collected during the ongoing investigation into the May 7 incident under Balianta police station limits in the Bhingarpur-Kaja area.
The arrest marks a major breakthrough in the high-profile case that triggered widespread outrage over the brutality involved in the killing.
Balianta Brutality Case Probe Reveals Disturbing Details
According to the Crime Branch, investigators found evidence indicating that Ranjit Patra allegedly assaulted the deceased on the head using a bamboo stick.
Officials said the attack allegedly took place after the victim had already been immobilised with ropes tied around his hands and legs.
The nature of the allegations has intensified public concern over mob-style violence and extreme assault cases emerging in semi-urban areas around Bhubaneswar.
The second-order effect of such incidents often includes growing pressure on law enforcement agencies to accelerate investigations and strengthen deterrence against organised group violence.
Thirteen Arrested So Far in Balianta Case
The Crime Branch stated that a total of 13 accused persons have now been arrested in connection with the case.
Key developments so far include:
- Eleven accused were initially arrested by local police
- Accused Bunty alias Judhisthira Jena, aged 22, was arrested by Crime Branch on May 11

Investigators said further efforts are underway to identify and apprehend additional people allegedly involved in the incident.
Odisha Crime Branch Intensifies Investigation
The Odisha government had transferred the case to the Crime Branch due to the seriousness and public sensitivity surrounding the incident.
Officials said the investigation is continuing on a priority basis, with forensic evidence and witness statements being examined closely.
The case has drawn significant public attention because of the alleged torture-like assault described by investigators.
Authorities are expected to continue interrogation of arrested accused to determine the sequence of events and possible wider conspiracy behind the attack.
