No New Liquor Shops in Odisha, Confirms Excise Minister Harichandan

Bhubaneswar: Odisha’s Excise Minister Prithviraj Harichandan announced on Monday that the upcoming three-year liquor policy will not permit the opening of any new liquor shops in the state. The decision marks a significant shift from earlier strategies that focused on expanding liquor outlets to boost revenue.

Study Teams Sent to Other States

As part of preparations for the new policy, the state Excise Department has dispatched three teams of senior officials to Andhra Pradesh, Rajasthan, Kerala, and Tamil Nadu. These study tours aim to assess best practices in liquor regulation, enforcement mechanisms, and public health strategies implemented by these states.

Policy Implementation by July

The new liquor policy is expected to be rolled out by mid-to-late July. The study teams are scheduled to return by July 7 or 8, following which the draft policy will be finalized with necessary revisions.

Focus on Regulation and Enforcement

Minister Harichandan emphasized that the upcoming policy aims to resolve key issues such as illegal liquor production, smuggling, inadequate enforcement, and outdated legal provisions. He also stated that the policy will introduce stricter penalties and close existing regulatory loopholes.

A Long-Term Vision

Unlike short-term corrective measures, the three-year liquor policy will adopt a consistent, long-term framework for alcohol regulation in Odisha. The plan seeks to ensure better monitoring and sustainable regulation while also addressing social and public health concerns related to alcohol consumption.
