India-Japan Set ¥10 Trillion Investment Target, Focus on Startups, Defence and Space Cooperation

India Japan Summit 2025: Prime Minister Narendra Modi and his Japanese counterpart Shigeru Ishiba announced a new roadmap for the next decade of India-Japan partnership at the 15th India-Japan Annual Summit in Tokyo. The two leaders agreed to deepen cooperation in investment, innovation, defence, clean energy, and space exploration.

India Japan Summit 2025: ₹10 Trillion Investment Target in 10 Years

PM Modi revealed that Japan will invest 10 trillion yen in India over the next 10 years. Special focus will be given to linking small and medium enterprises (SMEs) and startups from both nations. He invited Japanese companies to “Make in India and Make for the World.”

Human Resource Exchange and Skill Partnership

A major announcement was the creation of an action plan for human resource exchange over the next five years. Under this plan:

  • 500,000 people from both countries will take part in exchanges.
  • 50,000 skilled Indians will actively contribute to Japan’s economy.
    PM Modi stressed that the partnership will expand beyond Delhi and Tokyo, with institutional cooperation between Indian states and Japanese prefectures, unlocking new opportunities in trade, tourism, education, and cultural ties.

Shared Indo-Pacific Vision and Security Cooperation

Both leaders reaffirmed their commitment to a free, open, peaceful, and rule-based Indo-Pacific.
They agreed to strengthen cooperation in:

  • Defence and maritime security
  • Joint defence innovation and industry partnerships
  • Joint Crediting Mechanism for clean energy, marking a milestone in their green partnership.

Technology, High-Speed Rail and Space Exploration

Highlighting the synergy of Japanese technology and Indian talent, PM Modi said the two nations will make rapid progress in:

  • High-speed rail and mobility solutions
  • Ports, aviation, and shipbuilding
  • Space cooperation, including collaboration between ISRO and JAXA on Chandrayaan-5 and LUPEX mission.

Shared Values and Long-Term Vision

PM Modi emphasized that the India-Japan partnership is rooted in mutual trust, shared values, and national priorities. He called the cooperation a “common dream of peace, progress, and prosperity for our people and the world.”

Japanese PM Shigeru Ishiba echoed this sentiment, praising India’s global transformation and calling for more high-skilled Indian talent to boost Japan’s economy. He underlined that India and Japan must leverage each other’s strengths to ensure peace and stability in the Indo-Pacific.

The summit concluded with the signing of several key agreements, including:

  • Joint Statement and Long-Term Vision Document
  • India-Japan Security Cooperation Declaration
  • MoC on Japan-India Digital Partnership 2.0
  • MoC on Clean Hydrogen and Ammonia
  • MoC on Mineral Resources
  • MoC on Joint Crediting Mechanism
  • Implementation Agreement on LUPEX (Lunar Polar Exploration Mission)
