Lok Sabha Passes Waqf (Amendment) Bill 2025: The Lok Sabha passed the Waqf (Amendment) Bill 2025. In Lok Sabha 288 Members Voted in Favour and 232 Members Voted Against the Bill. The House also gave approval to the Mussalman Wakf (Repeal) Bill 2024 which repeals Mussalman Wakf Act 1923.

Earlier, the Lok Sabha discussed the Waqf (Amendment) Bill, 2025, as recommended by the Joint Parliamentary Committee. Union Minority Affairs Minister Kiren Rijiju introduced the bill in the Lok Sabha on Tuesday (April 02,2025) afternoon. Moving the bill, the Minister stated that it has nothing to do with Muslims’ religious practices and only deals with Waqf Board properties. He stated that the government intends to make the Waqf Boards inclusive and secular.

He further stated that the legislation is not intended for the management of Masjid. The Minister described this legislation as prospective, stating that it is not retrospective and is not meant to take anyone’s property.

The Minister stated that under the current draft, Waqf Boards will include representatives from various Muslim sects including women. He accused the opposition of misled people about the bill. He claimed that some sections in the current Act had been abused to declare any land in the country as Waqf property. He stated that during the UPA’s administration in 2013, revisions were made to the Waqf Act, which had an overriding influence on other laws. He stated that during the Congress administration, 123 properties in the national capital were given to the Delhi Waqf Board.

He went on to say that both the Joint Parliamentary Committee and the government consulted with stakeholders extensively when developing the legislation. He questioned why, despite having the world’s largest Waqf properties, Indian Muslims are still destitute. The Minority Affairs Minister also introduced the Mussalman Wakf (Repeal) Bill 2024.

Gaurav Gogoi of Congress began the discussion by accusing the administration of misleading the people about the measure. He stated that this bill is against the constitution. He claimed that by passing this measure, the government intends to dilute the constitution, denigrate minorities, and divide Indian society.

Akhilesh Yadav of the Samajwadi Party claimed that the government introduced this Bill to cover its failures in terms of price rises, unemployment, demonetisation, and other issues. He questioned the administration about the stampede that occurred during the Mahakumbh in Prayagraj, as well as the number of deaths. Mr. Yadav claimed that the objective behind this bill is bad and that it was introduced by the BJP to control the vote. He claimed that the measure will have a negative impact on the country’s secular image.

Responding to the discussion, Union Home Minister Amit Shah stated that no non-Muslims will be allowed into the Waqf. He stated that there is no provision in place to include non-Muslims in positions of leadership in religious institutions. According to Mr Shah, there is a widespread notion that this Bill will interfere with Muslims’ religious practices and property donations.

He claims that this fallacy is being disseminated to instill fear among minorities in order to increase their vote base and placate specific voting groupings. Mr Shah stated that this Bill was unnecessary if the then-Congress Government had not changed it in 2013. He claimed that, before of the 2014 elections, they gave away valuable Lutyens Delhi plots as Waqf assets to satisfy voters.

Participating in the discussion, Ravi Shankar Prasad of BJP said this country belongs to the Muslim community as much as it to the Hindus, there is no doubt in it.
